David A. Miller serves as Special Counsel in Kasowitz’s Government Affairs and Strategic Counsel group. David’s practice focuses on matters related to AI, emerging technologies, and other issues that fall within the jurisdiction of the Senate Commerce and House Energy & Commerce Committees.
Prior to joining Kasowitz, David served as Senior Counsel and Policy Advisor for U.S. Senator Kyrsten Sinema, where he handled various legislative and federal policies relating to innovation, science and space. As the primary counsel for the Committee on Commerce, Science and Transportation, David has deep experience working on issues involving AI, data privacy, telecommunications, internet regulation, semiconductors, aviation, commercial space, surface transportation, infrastructure, consumer protection and other related matters. Before that, David was Counsel for the U.S. House Committee on Energy and Commerce Subcommittee on Consumer Protection and Commerce, where he drafted and negotiated legislation, led the committee effort to advance the bipartisan American Data Privacy and Protection Act, served as counsel at numerous hearings and markups, and oversaw other policy matters. In both the House and Senate, David conducted oversight and advised on budgetary questions concerning key federal agencies including the Department of Commerce, Department of Transportation, Federal Trade Commission, and the National Aeronautics and Space Administration.
Prior to entering public service, David was an associate at an international law firm where he represented internet, telecommunications, e-commerce and financial companies and provided strategic counsel in novel and evolving regulatory and political environments.
David clerked for the United States Senate Permanent Subcommittee on Investigations.
